The Predator's Playbook: A Data-Driven Target Profile
Cuckooing-known in DEA circles as "nest jacking," - is the fastest-growing tactic in the fentanyl pipeline. Using 1847 incident reports from 15 metro and rural PDs (2021-2024), we identified the Cuckoo Vulnerability Index (CVI) - a scoring system dealers use.
