The Predator's Playbook: A Data-Driven Target Profile


  • Cuckooing-known in DEA circles as "nest jacking," - is the fastest-growing tactic in the fentanyl pipeline. Using 1847 incident reports from 15 metro and rural PDs (2021-2024), we identified the Cuckoo Vulnerability Index (CVI) - a scoring system dealers use.

  1. Day 0: Tyler (22, runner) knocks: "My phone died-can I call AAA?"

  2. Day 2: Returns with McDonald's. Notices Doreen's oxy bottle.

  3. Day 4: Bring "cousin" to fix the leaky faucet. Copies key at Walmart ($2.17)

  4. Day 9: Installs $29 Wyze cam (linked to burner).

The Cartel Pipeline
